NCSC released “Trial Measures for Registration and Recordation of Voluntary Greenhouse Gas Emission Reduction” and “Guidelines for Design and Implementation of Voluntary Greenhouse Gas Emission Reduction Projects”
The State Administration for Market Regulation (SAMR) released the “Implementation Rules for Approval and Verification of Voluntary GHG Emission Reduction Projects and Emission Reductions”, effective on the date of issuance. The Rules apply to voluntary GHG emission reduction projects in industries conforming to the “Measures for the Administration of Voluntary Greenhouse Gas Emission Reduction Trading (Trial)”. It specifies the reference, basic procedures, and general requirements for project approval and emission reduction verification. Audit and verification agencies should prepare details for verification implementation, submit them to SAMR for filing, and use them in conjunction with the Rules.

MIIT to implement “Enterprise Green Code” for Green Factories
工业和信息化部将对绿色工厂绿色化水平进行量化分级评价和赋码。工业和信息化部依据《绿色工厂评价通则》(GB/T 36132)等相关标准,以及2023年度绿色工厂动态管理报送的绿色绩效数据开发了“企业绿码”,直观反映企业在所有绿色工厂中的位置以及所属行业中的位置。国家层面绿色工厂分为A+、A、B三级,比例分别为5%、35%、60%。企业可以按照自愿原则申领“企业绿码”,申领后可以向其采购商、金融机构、有关政府部门等出示,证明自身绿色化发展水平。“企业绿码”每年更新一次。

ISO released carbon neutrality standard ISO 14068, to replace PAS2060
The International Organization for Standardization (ISO) has released the “ISO 14068-1:2023 Climate change management - Transition to net zero- Part 1: Carbon neutrality”. This document builds upon existing international standards addressing GHG quantification, reporting, validation, and verification, such as ISO 14064-1, ISO14064-3, and ISO14067. The standard provides a framework for achieving and demonstrating carbon neutrality, prioritizing reducing greenhouse gas emissions. There is a 24-month transition period before the withdrawal of the PAS 2060:2014 document, allowing users to address changes needed to meet the revised requirements outlined in the new ISO 14068-1:2023 standard.

The 2022 China Greenhouse Gas Bulletin reveals increasing CO2 and CH4 concentrations at China's six regional background stations compared to 2021
The concentrations of CO2, CH4, and N2O observed at Waliguan Baseline Observatory in 2022 closely match the average concentrations of the Northern Hemisphere Central District.
The increase in CO2 concentration compared to 2021 is almost the same as the global rise during the same period. The average absolute increase over the past 10 years is lower than the global increase over the same period. Additionally, the rise in methane concentration compared with 2021 is slightly lower than the global increase over the same period.

CCIEE and SPIC jointly released the “Report on the Peak Carbon Emission and Carbon Neutrality (2023)”
On December 27, China Center for Internation Economic Exchanges (CCIEE) and State Power Investment Corporation (SPIC) jointly held the release of the “Report on the Peak Carbon Emission and Carbon Neutrality (2023)" and the “Carbon Peak Carbon Neutrality” seminar.
The report highlights challenges in achieving China's “dual carbon” goals, such as integrating new energy and the lack of robust foundational systems for carbon footprinting. It also emphasizes the need for a new energy system, energy security, and a clean energy transformation to support high-quality development.
